A safelist is a mailing list where all members can mail to each other. These emails cannot be considered as spam because every member has opted in and comfirmed their email adress. A safelist can be used to advertise websites, business oppertunities and so forth. See below for samples of safelist:

Joining in forums is one of the best effective way to advertise our business opportunity as well. There are certain folders also that will be just for advertising section so watch out how you post your ad. Be sure to check the rules of that certain forum first.
